Dear Homeowners and Residents:
 
Prior to the advent of the COVID Pandemic, the NYL Board of Directors began planning for the dredging of the NYL Channel.  Reports were received at open Board meetings, consultations with City of Pittsburg occurred, the work of consultants was reviewed, and the Board carefully considered alternatives.  
 
On June 1st, after broad notification, a Town Hall meeting was held so homeowners and residents could come and hear from the Board and the City of Pittsburg (the City) what the plans were to dredge the channel.  The Board unanimously voted at its meeting immediately following the Town Hall to move ahead with Phase II of the dredge project which is to actually have the channel dredged.
 
Here’s what we now know:
 
The City has directed that ALL WATERCRAFT docked in the channel must be removed before the start of the dredge.  This includes all size and types of boats, jet skis, kayaks, paddle boards, runabouts, dinghies etc.
 
·         All small craft that are trailer able can be removed from the water and stowed in the resident’s driveway for the duration of the channel dredge plus five days.  It must be removed within the five days following completion of the channel dredge; if it is not, it will be subject to violation notice and the fine process.
 
·         If you are a member of Pittsburg Yacht Club (PYC) you will be permitted to dock at the club using the east docks (the City says the west finger of docks cannot be used as it may interfere with the dredge equipment) for a period of three days on a first come first serve basis. Thereafter you are subject to a charge (see attachment) for pricing.
 
·         If you do not have a trailer or there is insufficient room to dock your boat in front of PYC you will need to make arrangements with the harbormaster to see if there are some alternative slips available.
 
·         The City has proposed an alternative to removing all watercraft from the Channel.  There are details to be worked out, but we hope it will be a viable option.  Residents may be able to move their boats to the end of the channel not being dredged first while the dredger is at the other end, and then switch the boats to the end that has been dredged as the dredge comes down the channel.  This entails neighbors who have empty docks hosting neighbors from the opposite end of the channel with boats; would be a voluntary effort on the host’s part and would require the boat owner to vacate the host dock immediately following the completion of dredging at the boat owner’s dock.  If you are interested in being a host dock, please attend the July 20th HOA meeting or let us know by e-mailing board@newyorklanding.com.  Director Susan Burkitt will be coordinating this effort so please contact her through the Board email address if you are willing to become part of her coordinating team.
 
·         If you fail to remove your boat, neither the HOA nor the City nor the dredging company will be responsible for damage.
 
We recognize there is inconvenience in having to move your watercraft however, we trust you will understand the larger picture of having a dredged channel.  We will not have to undertake such a project again for at least another 20-25 years.  The channel has not been dredged since NYL was developed.
 
We have been told by the City that the dredging will occur in August. When we have specific dates, we will notify you.  Please be sure your e-mail and phone number are on file with HOA services so that we may contact you promptly with updates.  If you rent your home, and it is on the water it is imperative you advise your tenants of this information immediately.
 
Please also note that the dredging will be NOISY and will occur during daytime working hours so channel side and off water homeowners/residents may be impacted by the sound. Please be sure to raise any concerns or questions you have by e-mailing board@newyorklanding.com
